Target Systems’ Flagship Projects
In addition to the previous examples, we have developed systems, applications, and websites for many other clients. We have continually demonstrated our extensive skill set. Some of the clients that have benefited from our expertise include:
Navy Electronic Commerce On-Line (NECO): Target Systems developed and currently maintains Navy Electronic Commerce On-Line (NECO), a solicitation posting and proposal response system. NECO is a single source electronic portal for Department of the Navy procurement opportunities. Over 100 Navy activities utilize NECO to post procurement information (including procurement notices, solicitations, drawings, and amendments) and receive proposals from over 28,000 vendors.
Corporate Project Management System (CPMS) – The Corporate Project Management System (CPMS) is a web based, high level project reporting system that integrates strategic planning, projects, budgets and IT portfolio information. The project represents a change in the way that Program Management information is handled at the Naval Supply Systems Command (NAVSUP), realigning how information is stored and distributed, and changing the way that program management is accomplished. The application provides the capability for management personnel to identify and track project level acquisition management and information assurance requirements. It also provides management with on-line Strategic Plan visibility, including Strategic Objective implementation status and associated project and financial information. Target Systems gathered and documented user functional and technical requirements and designed the databases and user interfaces. Training materials and help desk related functions are done to support the implementation of the project and periodic updates.
LI/SS and Submarine Hull, Mechanical, and Electrical (HME) Support - This support centers on providing logistics and information technology expertise to facilitate improved work flow, providing analytical studies, researching and providing recommendations to address supply support issues and providing expertise in the area of Level I/SUBSAFE quality audits. Additionally, Target Systems facilitated logistics solutions through the use of information technology. Specifically, we have adapted existing legacy applications for use on the World Wide Web, implemented work flow solutions utilizing technology, and developed an application integration schema which will facilitate two-way data sharing among several applications within several organizations.
Engineering Information System (EIS) – This system manages the Department of the Navy’s Level I /SUBSAFE Engineering Data. Target Systems is under contract to convert the system into a web application.
Hull, Mechanical, and Electrical Equipment Data Research System (HEDRS) – HEDRS is a web based system that is the primary tool for the Naval Sea Systems Command’s Equipment Standardization Program. It brings enhanced data and analytical capability directly to the fleet and fleet support activities, including Fleet Industrial Supply Centers, Shore Intermediate Maintenance Activities, and Program Executive Offices. The data provided facilitates and speeds decision making needed to ensure the readiness of Naval Forces throughout the world.
Realtime Reutilization Asset Management (RRAM) – This application was developed for the Naval Supply Systems Command to track assets (inventory items) not shown in the inventory control system.
Intra-Governmental Transaction Exchange (IGTE) - The Intra-Governmental Transaction Exchange (IGTE) system transacts and processes order and bill transactions involved in the process of buying and selling among Federal agencies. It tracks and standardizes the way the federal entities handle the transfer of funds for the procurement of goods, services and rents. The system has several complex interfacing systems, namely the Intra-Governmental Payment and Collection (IPAC) and the Business Partner Network (BPN). Core participants include agencies from the cabinet level to small, specialized agencies and offices. This project is one of the Federal Government’s priorities for the improvement of financial processes using electronic tools. The Target Systems team has been involved in the project from its beginning. We have provided Program Management services, coordinated requirements, established function and technical descriptions, and designed, tested, built, documented and implemented the system.
