Fully Qualified Navy Certification Agent

Mr. Nicholas Sherwood, a Target Systems employee, has been appointed by the Navy Certification Authority as a Fully Qualified Navy Certification Agent.  Target Systems is currently the only commercial company in Pennsylvania to meet the Fully Qualified Level requirements for Navy Certification Agent and be appointed by the Navy Certification Authority as a Fully Qualified Navy Certification Agent.

The Navy Certification Authority (CA) has established qualification standards for Navy Certification Agents.  The standards recognize three levels of qualification: Entry Level, Intermediate Level and Fully Qualified Level.

The following are excerpts from the NAVY CERTIFICATION AGENT Qualification Standards and Registration Guidebook:

Certification Agents are an integral part of the Navy certification and accreditation (C&A) community.  They work on behalf of Program Managers (PM) and the Navy Certification Authority (CA) to ensure Navy Information Technology (IT) systems meet IA requirements.  A Certification Agent must be objective, trained, and should have experience with the information systems being certified and accredited.  Certification Agents may be from the Navy, DoD, or a contractor.

A Certification Agent’s position in the C&A community is analogous to a defense lawyer’s position in court.  A lawyer is hired by the client and represents the interests of the client before the judge, but is an officer of the court.  Similarly, the Certification Agent is hired by the Program Manager (PM) and represents the interests of the PM to the Navy Certification Authority, but is a member of the DON C&A community and thus bound by DoD/DON policy and the rules of Navy C&A.  While the law allows us to represent ourselves in court without a lawyer, most of us would choose to hire an attorney.  Similarly, a PM can perform his own C&A, but is best advised to hire a Certification Agent.
